The JCRA and Jersey Post
The JCRA is the licensing and enforcement authority under the Postal Services (Jersey) Law 2004 (the Law). The Law abolishes the formerly exclusive privilege of the States of Jersey in the provision of domestic postal services and seeks to provide postal services to satisfy all current and prospective demands for them.
In addition, the Law requires providers to hold a licence for the provision of postal services, of which the JCRA currently has 2 classes. A Class I licence for postal operators and a Class II licence for the public postal operator which is currently designated as Jersey Post Limited.
Class II licence
A Class II licence limit the number of operators that can offer services within a certain area of the market – the reserved area. The reserved area refers to essential postal services – collection, sorting and delivery of mail posted through the post office network – that are generally costly to provide and unprofitable. Jersey Post is currently the only operator in the Island with a Class II licence.
With the Class II licence come certain conditions to which Jersey Post must adhere. The most significant of these is the continual development of postal services through measurement and monitoring. To view more information on this, please click here.
